2011年3月11日、日本で大きな地震が起きました。<br />
私達が暮らす東京でも大きな揺れがありましたが、次の日からはほとんど普段と変わらない一日が始まるようでした。<br />
し かしテレビやインターネット、日常の会話など、身の回りを取り囲む情報は東北で起きている大変な出来事を、あの手この手で伝えようとして来ました。普段通 りに過ごす毎日と、それらの溢れかえる情報の間にあるギャップはどんどんと広がって、私達は一体何を見たらいいのか何をしたらいいのか分からなくなりまし た。<br />
そこで私達は、3月30日に東京を出て、東北に向かうことにしました。<br />
ボランティアに参加して物資を運んだり泥かきをしたりするなかで、あるおばあさんに「私は辛くて見れないけれど、今のこの状態を記録しておいてくれませんか」と言われました。<br />
私達はカメラを持っていたけれど、それまでそれを取り出すことが出来ていませんでした。<br />
でももしかしたら記録に関わることなら何か出来るかもしれないと思い、青森から茨城までの沿岸部を走り回って、カメラに収めました。<br />
それからも月に10日ずつくらい東北に通って、9月は一ヶ月間の移動滞在をしながら、そこにいるひと達の会話、そこで起きている出来事、そこにある景色を記録しようと活動しています。<br />
<br />
様々な問題が次々に飛び込んできて、それをただただ実感しているというのが私たちの今の状態なのかもしれません。<br />
けれど、その場に足を運んで来た私たちから伝えるべきことがあると思っています。<br />
忘れてはならないこと、決して目を背けることが出来ないことがそこにはたくさんありました。<br />
今回の報告会では私達が見た東北の今を、撮影して来た映像や写真を紹介しながら、出来る限りそのままお話したいと思っています。<br />

・ 지진 재해 직후, 원아들의 낮잠 시간이었습니다. 원아들은 선생님과 함께,<br />
보육원의 뒷산으로 무사히 피난했다.<br />
・ 이마이즈미 탁아소는 쓰나미에 의해 흔적도 없이 떠내려가 버렸다.<br />
・ 3일 정도는 제대로 된 물자도 오지 않았다. 조금 떨어진 곳에 오사베 탁아소가 있어,<br />
선생님이 오사베 보육원까지 걸어 가 원아들이 무사한지 확인.<br />
오사베 탁아소는 주변보다 높은 곳에 있었기 때문에, 쓰나미에 의한 유실은 없었다.<br />
그 후, 이마이즈미 보육원의 원아, 선생님을 포함한 전원이 오사베 탁아소에 피난했다.<br />
・ 오사베 탁아소에서 급식을 하기 때문에 저장된 식량 있어, 당분간 그것으로 버티었다.<br />
<br />
<b> <span style="color: #38761d; font-size: small;"><현재의 이마이즈미, 오사베 탁아소의 모습</span></b><span style="color: #38761d; font-size: small;"><b>> </b></span><br />
・ 이마이즈미 탁아소는 쓰나미로 떠내려가 버렸지만, 현재는 오사베 보육원에서 합동으로 운영하고 있다.<br />
・ 원아 중에는 가족을 잃은 아이, 집이 떠내려간 아이, 아무 일도 없었던 아이, 제각각이다.<br />
・ 건강한 원아들도 여진이 오면 패닉 상태에 빠지거나 낮잠 시에 지진이 왔기 때문에, 자는 것을 무서워하는 원아도 있다고 함.<br />
・ 급식은 오사베 탁아소에서 만든 것을 먹고 있지만, 식품 재료가 전부 갖춰져 있지 않고, 수돗물도 끊겨서, 평상시 대로의 급식은 되지 않다는 것.<br />
・ 오사베 탁아소는 주변보다 높은 위치에 있어, 와륵이 눈에 들어올 일은 없다. 하지만, 원아들을 밖에 산책하러 데리고 나갈 때는, 아이들의 눈에 그 풍경이 비치지 않게 조심하고 있다.<br />
・ 원내의 놀이 기구도 도괴하거나 벼랑이이 무너질 우려가 있어 출입 금지.<br />
・ 맡고 있는 원아들은, 피난소에서 온 아이는 없고, 가설 주택이나 친구의 집에서 피난하고 있다.<br />
・ 도화지 등이 부족, 상점이 없기 때문에, 물건들을 입수할 수 없다..<br />
※ 도화지는 모금의 돈으로 구입해 드릴 예정입니다.<br />

<br />
<div style="color: #38761d;"><b><향후에 임해서> </b></div> ・ 이마이즈미 지구 전체가 쓰나미 피해를 입었기 때문에, 이마이즈미 탁아소의 재개에 대한 전망이 보이지 않는다.<br />
하지만 리쿠젠타카타시에서는 마을 옛부터 전해져 오는 「싸움 칠석」을 부활시키려는 적극적인 움직임을 볼 수 있다. 축제를 여는 것으로 마을 사람들이 다시 모여 오지 않을까하며 이마이즈미 탁아소의 선생님은 말했다.<br />

・ 다리가 무너져 있어 내륙으로까지 돌아 가야 한다.<br />
・ 중장비가 많이 들어가 있어 도로나 전봇대가 생기기 시작하고 있다.<br />
・ 자위대나 현지인이 제공해 준 목욕탕 등이 있었다.<br />
・ 시내를 달리는 무료 버스가 있지만 승객은 거의 없었다<br />
・ 지반이 높은 곳에 가설 시청을 세우고 있었다.<br />
・ 급식 센터에 재해 대책 본부가 설치되어 있다<br />

집 바로 앞까지 파도가 쳐서 다행이 피해를 받지 않은 곳에 살고 있는 분에게 이야기를 들었습니다.<br />

・ 한달 전에 왔을 때와 다름 없는 풍경(대부분의 와륵이 철거되어 있지 않다)<br />
・ 근처에 상점도 없고 이동 판매를 하는 슈퍼도 언제 올지 모른다는 것<br />

다로 출신이자 현재 그린 피어 다로에서 피난소를 운영하고 있는 분에게 이야기를 들었다.<br />
・ 다로 지구에서 재해를 입은 사람은 전원 여기에서 피난하고 있다.<br />
・ 현재 약600명이 있고 체육관과 호텔, 가설 주택에서 피난하고 있다.<br />
・ 체육관→매우 넓고 깔끔하게 칸막을 세우고 있다.<br />
・ 호텔→몸이 불편하신 분, 컨디션의 안 좋으신 분, 임산부 등이 계신다.<br />
・ 가설 주택→부지 내에 세워진 가설 주택에 조금씩 입주가 시작되고 있다.<br />
・ 가설 주택은 6월중에는 전원이 입주할 수 있을 만큼 건설된다고 함.<br />
・ 지역주민이 모두 같은 곳에 피난하고 있기 때문에 커뮤니티가 생겨 있고<br />
눌러 말린 꽃 교실 등을 시작하거나 식사 공급도 지금은 자원봉사자가 아닌 이재민이 스스로 하고있다.<br />
・ 자원봉사의 일손은 충분하다. 미야코시에서 시내 거주자까지만 접수를 받고 있다.<br />
・ 자원봉사 이외에 이벤트 등의 제안은 그린 피어 다로에서 직접 접수 하고 있다.<br />
・ 이재민과 이야기할 경우는 20:30까지가 면회 시간이다.</span><br />

・ 가설 주택으로 이동한 사람들은 체육관에 있었을 때보다 주변 사람들과의 접촉이 힘들어진다. <br />

・ 가설 주택 입주와 동시에 지원 물자는 못 받게 된다. 다로 지구의 상점 등도 떠내려가버려서 <br />
장을 보러 갈 수도 없다. 자가용도 교통수단도 없다. 어디까지 지원을 계속할 수 있을 까.<br />

<b>24.05.11 (Tue)</b></div>이시마키에서 혼자서 살고 계시던 할머니를 만날 수 없었습니다. 집을 잘 보면 엄청 기울어져 있어 정말로 금방이라도 도괴할 것 같습니다. 아마 2층에 계시는 할머니께서 오늘도 혼자서 집을 정리하고 계셨던 것 같습니다. 집을 떠나지 않는 것은 살 수 있는가 살 수 없는가 하는 단순한 문제가 아니라는 것을 이번에 토호쿠로 이동하면서 깨달았습니다<br />

石巻で一 人で暮らされていたおばあちゃんには会えませんで した。よく家をみたらめちゃめちゃ傾いていて本当にいつ倒壊してもおかしくない。二階にいるであろうおばあちゃんは今日も一人で家を片付けていたようで す。家を離れないのは住める住めないの単純な問題ではないと今回の東北移動で直面しました<br />

<span style="font-size: small;">ボランティアに行った後、南浜町に行きました。南浜町は石巻の中でも被害が大きかった地区で す。たくさんのものが流され、広く見渡せるようになった街の入 り口に、「がんばろう石巻」と書かれた大きな看板と鯉のぼりがありました。仕事を終えた方々がそこに集まり、花を供え、手を合わせていました。 </span><br />

<div style="color: #6aa84f;"><span style="font-size: small;"><b>20.05.11 (Fri)</b></span></div><span style="font-size: small;">봉사를 하고 나서 미나미하마쵸에 갔습니다. 미나미하마쵸는 이시마키 가운데서 피해가 컸던 지구입니다. 많은 것이 떠내려가 넓게 바라볼 수 있게 된 길 입구에 「힘내자 이시마키」라고 쓰여진 큰 간판과 코이노보리(잉어모양의 장식. 단오 풍물시)가 있었습니다. 일을 끝낸 분들이 거기에 모여 꽃을 올려 합장하고 있었습니다.</span><br />

<div style="color: #6aa84f;"><span style="font-size: small;"><b>20.05.11 (Fri)</b></span></div><span style="font-size: small;">미나미하마쵸는 매우 조용하고, 쓰나미가 왔을 때와 변한 것이 없지 않나 싶었다. 하지만 거기서 도로를 건넌 내륙 쪽은 기왓조각과 돌의 철거도 상당히 진행되고 있었습니다. 집 앞의 와륵이 거의 철거된 분은 「부흥이 시작되었어」라며 웃는 얼굴로 이야기해 주었습니다. 한달 전에 만났을 때와는 전혀 다른 표정이었습니다.</span><br />

<span style="font-size: small;">오늘은 먼저 아오모리현 미사와항까지 갔습니다. 처음으로 방문한 미사와항은 텅 빈 모래땅이 펼쳐져 있었습니다. 낚시하러 와있던 아저씨한테 원래부터 공터였는지 물어보니까 여기에 오두막이 많이 있었다고 했다. 쓰나미 때문에 망가진 것들을 미군이 아주 재빠르게 치워줬단다.</span><br />

・ 4 월보다 도로 가의 와륵이 줄어 들은 지구와 상황이 전혀 바뀌지 않은 지구가 있는 것이<br />
분명히 눈으로 확인 된다.<br />

・ 신호기가 복구되지 않는 곳이 있다<br />

설비 시설 등은 갖추어 있고 다른 센터와 비교하면 자원봉사의 인원수도 많지만<br />
아직도 일손이 충분하지 않는 모양.<br />

(개중에는 직장을 그만두고 이 활동에 전념하고 있는 분도 있다)<br />

・ 1층은 쓰나미로 인해 기둥이 무너지고 마루도 밑이 빠져 있어 매우 위험한 상태.<br />
2층에 혼자서 사신다. 그 분은 다리와 허리가 불편하신 모양.<br />
・ 니즈표에는 일손이 3명 필요하다고 쓰여 있었지만 2개월 넘게 거의 손을 못 댄 상태로써 도저히 3명이서 치울 수 있는 상황은 아니었다.<br />
・ 가족이나 친척이 가까이에 없고 동내 사람들과도 친하지 않았기 때문에<br />
자원봉사자로 판단이 어려운 문제가 발생했을 때에 대응할 수 없게 된다.<br />
・ 가구나 전자제품이나 다다미 등은 모두 해수에 잠겨 있어 못쓰지만 그분은 쓰려는 의지가 있어 자원봉사자가 마음대로 철거나 폐기할 수는 없다.<br />
・ 지급된 빵이나 주먹밥만 먹고 있고 영업중인 슈퍼도 모르는 것 같아 제대로 된 식사를 못하고 있는 모양.<br />
이러한 문제에 대해 사회 복지 협의회는 즉시 대응할 수 없다는 것.<br />
다음에 언제 자원봉사자가 필요한 만큼 파견 될지 불확실한 상태이다.<br />

Lots of thing had been washed away and where the city once stood is now just a big flat area. In the front of this area there is a big sign that says ”Ganbaro (Don’t give up) Ishinomaki” and many koinobori (fish shaped flags for Children’s Day on May 5th). Many people came here after work, and brought flowers and prayed.</span><br />

<span style="font-size: small;">ボランティアに行った後、南浜町に行きました。南浜町は石巻の中でも被害が大きかった地区で す。たくさんのものが流され、広く見渡せるようになった街の入 り口に、「がんばろう石巻」と書かれた大きな看板と鯉のぼりがありました。仕事を終えた方々がそこに集まり、花を供え、手を合わせていました。 </span><br />

But an old lady with a cane (the house owner) was living there. When we offered to help her throw away her stuff (which was muddy and probably can’t be used any more), she didn't let us…every single thing is important for her even if it’s covered with mud… <br />

However, if you looked at the other side of the street, it looked like they had cleaned up a lot of the debris. One lady told me with a smile, “Now we can start rebuilding!” She looked much happier than she had one month ago.</span><br />

We will try move on.” with a smile, but some are filled with fear and depression. </span><br />

<span style="font-size: small;">Today we went to Misawa port in Aomori. Misawa port (the first time for me to visit) was just sandy, empty land. I asked a man who was fishing there if the port had always been this way. He told me there had been several small shacks in this area and after the tsunami; the American military had come and quickly cleaned everything up.</span><br />

Although we could only complete half of what we had planned, the old lady who owned the farm thanked us and said, “Please promise me that you will visit us again”. She stood outside and watched our car leave, and stayed there until we could no longer see each other.</span><br />

It’s easy to talk to the city workers though. In front of the big mountains of debris which seems never ends, they (the SDF soldiers) are just doing their jobs without talking to or communicating with anybody. </div><div style="color: black;"><br />

The person who was in charge of most of the center’s organization was a man who works as a gym instructor in Tokyo. He talked to us very passionately about the balance between local stores and the support that is sent, how they should rebuild the local fishery, or about how we could communicate with the local small community. </div><div style="color: black;"><br />

I realized, with this Tohoku visit, that it is not a matter of if their home is livable or not, it is simply the matter that they don't want to leave their houses. <br />

<div style="color: #38761d;"><b><Situation in Ishinomaki></b></div>• There is less rubble than in April in some areas, however in others <br />
there is still the same amount of pile up as there had been before. One can very clearly see the difference. <br />
• Throughout the city, there are still traffic jams. <br />
• Some traffic lights still don't work.<br />
<br />
<div style="color: #38761d;"><b>< Situation of the volunteer center></b></div>The headquarters for the volunteer center is located in Ishinomaki Senshu University.<br />
The volunteer center is relatively well appointed. There are more volunteers here than in most other cities, but nevertheless more are still needed.<br />

• The volunteer center now is better organized than it had been in April. <br />
• There are many volunteers who live in tents there. <br />

• The amount of tools available for various projects is sufficient and well organized, so it is easy for people to borrow what they need. <br />
• There are many younger people who have given up their free time to volunteer and help as needed in the area. Some of them gave up their own work so that they could concentrate on their endeavor as voluntary helpers. <br />
<br />
<span style="font-size: large;"><b>* * * Volunteer support work at a house * * *</b></span><br />
We were sent to a house where an old lady lived. <br />
Altogether there were six volunteers there, consisting of two men and four women.<br />
<br />
<div style="color: #38761d;"> <b><Situation></b></div> • The ground floor of the house was flooded. The floor and the foundation of the house were destroyed, therefore it was very dangerous and messy on the ground floor, so the old lady was living on the upper floor. However, the old lady had trouble walking and climbing steps. <br />
• She actually had applied for only three volunteer helpers from the volunteer center, but her needs would have been unmanageable with only 3 volunteers. <br />
• She had no family who lived in or around the area. <br />
She also had only a little contact with neighbors. If there had been a problem with the availability of volunteers, or if the volunteers themselves need any assistance while helping her, it would have been even more difficult for her. <br />
• Her furniture and appliances were not usable because they had been covered by saltwater, but she would like to be able to use them again. Thus, we were unable to dispose of much for her. <br />
• She wanted to provide for herself by taking care of her own cooking, but she can’t go to any supermarket at the moment because she doesn't know which supermarkets are open or not. Therefore, she doesn't eat enough because the supplies she is given are not adequate and diverse enough. <br />
<br />
* The administration cannot immediately help with this problem. Also nobody otherwise knows, when the old lady can get the next time help of voluntary helpers.<br />

</b></span><br />
<span style="font-size: large;"><b>*** Visit to the district “Minamihama-Cho" *** </b></span><br />
The district “Minamihama-Cho" lies near the sea. Therefore, the tsunami caused an excessive amount of damage to the district. There had also been a fire there after the earthquake.<br />
<br />
<div style="color: #38761d;"> <b><Situation></b></div>• Only a few people were there in the evening. Of the people we saw, several of them were photographers. <br />
• There is not much to see there, other than the gigantic metal frameworks that is left from some of the buildings. <br />
• Even now, 2 months after the disaster, the removal of rubble seems to be taking a long time.<br />
<br />
<br />
<span style="font-size: large;"><b>*** Special note regarding Ishinomaki *** </b></span><br />
Ishinomaki had been given a relief supplies, but this help had been discontinued at the end of May to those not living in shelters. <br />
• Although Ishinomaki is a relatively big city for the area, and it seems that many volunteers had come, only three percent of the debris had been cleared by the time of our visit.<br />

• Reminders of the tsunamis can be still seen in many areas on the coast, but in others the situation looks much better than it did one month ago. <br />
• At several pensions, factories, and small houses, one can see traces of the flood. The interiors are now almost empty. <br />
• Some people who lived there have helped rebuilding process. Otherwise, only few other people were in the fishery harbor. <br />
• The cleaned up debris had covered up a nearby hill.<br />
<br />
We met a man there who was able to tell us how things had been both before and after the tsunami: <br />
• Before the tsunami there had been buildings where now only huge sand fields remained. <br />
• There are some people who now must live in shelters or temporary housing. Their houses had been destroyed by the earthquake and tsunami. <br />
• Some people looked through the debris for valuables, goods, or materials that could still be used.<span style="font-size: large;"><b></b></span><br />

We visited the villages Noda and Tanohata and the Taro district of Miyako. These places lie between Hachinohe and Miyako. One and a half months have already passed since the last time we were here. <br />
<br />
<div style="color: #38761d;"><b>< The situation in the Noda and Tanohata villages and Taro district of Miyako></b></div>We spoke with a worker from one of the volunteer centers. <br />
• The debris, houses, and buildings that were destroyed had already been cleared away by construction vehicles. <br />
• Several large areas have been cleaned and organized very smoothly. <br />
* In the beginning of April, there was a lot of debris. At that time, the Japanese self defense force (SDF) and the American military aided in looking for missing people and corpses. <br />
<br />
<div style="color: #38761d;"><b><The temporary shelter area in Green Pia Taro></b></div>There is a temporary shelter located in Green Pia Taro which is located in the Taro district of Miyako. There are still many victims of the catastrophe living here. <br />
We did an interview with a person responsible for the organization in Green Pia Taro who was a native of the area.<br />
• Many the victims of the catastrophe from the Taro district are living here as it serves as a temporary shelter or as a transition hostel. <br />
• At present, approximately 600 people live there. <br />
They use the gymnasium, the hotel, and temporary housing units that have been recently built there. <br />
• The gymnasium of Green Pia Taro is sufficiently big to hold a large amount of people. There are neatly built dividers in the gymnasium. <br />
• In the hotel area of Green Pia Taro is where the injured, sick, and pregnant people live. <br />
•In the area around Green Pia Taro temporary housings were built as transition apartments. <br />
The victims have started slowly moving into the temporary housing. <br />
• For the victims of the catastrophe located in Taro, Miyako, temporary housing was being built until end of June. <br />
• All the people from this district were evacuated into this temporary housing. <br />
Therefore, the neighborhood-like relationships remain intact here. For this reason, the victims could start cooking meals for all the evacuated victims and to organize their time in the most efficient way. So, there is an example of “oshibana kyoushitsu” in this temporary housing area. <br />
• There are sufficient volunteers in Green Pia Taro. In this area, only natives from the area serve as volunteers. <br />
• Voluntary events are welcome in Green Pia Taro. Those who wish to do them can announce their plan directly to the administration in Green Pia Taro. <br />
• It is possible to visit people in the temporary housing until 20:30. After this time the area is restricted to the residents only.<b><br />

<b> <span style="color: #38761d;"><Problems in the future></span></b><br />
• If the victims move in to temporary housing, they will have less contact with others than they did in the gymnasium. Therefore, the condition of the victims must be controlled regularly. <br />
• If the victims move in to temporary housing, they are no longer provided support goods. However, in the surroundings areas of the temporary housing, there are not any stores at present because they were destroyed by the tsunami. <br />
Victims with a car would therefore have to drive to do their shopping. However, most of the catastrophe victims don't have any means of transportation.<br />

We brought the children crayons that we had bought for the catastrophe victims from the collected donation money for the nurseries in Imaizumi & Osabe.<br />
We spoke with the head of the daycare. It was a Saturday, but there were children there. However, they still do not have any running water.<br />

Most of the children were taking a nap at the time of the earthquake. The children safely moved up to a small hill behind the daycare with the teachers. <br />
・As for the Imaizumi daycare, it has been completely destroyed by the tsunami.<br />
・It took 3 days for the Imaizumi daycare to receive any sort of aide.So the teachers went to the Osabe daycare (located near the Imaizumi daycare) to see their condition. <br />
As for the Osabe daycare, there was almost no damage due to its placement on a hill. Therefore all the children and teachers at the Imaizumi daycare moved to the Osabe daycare.<br />
・As the Osabe daycare had its own cooking area, they were able to provide for the children and teachers from both schools for awhile.<br />

<div style="color: #38761d;"><b>* * * Situation of Imaizumi / Osabe during our visit on 21.05.11. * * *</b></div> •Because Imaizumi daycare was washed away, both daycares had combined at the Osabe daycare’s location.<br />
• Each child seems to have been affected in their own way due to the earthquake. Some children have one or several family members lost; some children lost their home; and others for fortunate to lose nothing at all.<br />
• Normally, the children play without problems. But now, some children panic when they feel an aftershock. <br />
• There are some children who are afraid to take a nap because the earthquake had occurred during their naptime. <br />
• In the Imaizumi/Osabe nurseries, lunch is usually prepared onsite. However, at present they are unable to prepare meals on their own due to limited food supplies and a lack of water. <br />
• Normally, the children don't see any debris or ruined landscapes because the Osabe daycare sits on a hill. If the children go on a walk outdoors, the teachers are careful to avoid destroyed areas because of the fear that if the children see them, their memories of the earthquake will return. <br />
• The children can play no more with the game-appliances because of possible instabilities and the danger of landslides in the Osabe.<br />
• The children, who attend the Imaizumi/Osabe nurseries at present, don't come from the shelters but come from those living in temporary housing or the houses of friends or relatives. <br />
• In the Imaizumi/Osabe, there is not enough drawing paper<br />

・At present, one can see here many construction vehicles, like excavators and bulldozers. Streets are being restored slowly and pylons to rebuild bridges are also being replaced. <br />
・The Japanese self defense force and the inhabitants built a bathing area. <br />
・Bus service has returned to the city, however there are relatively few passengers. <br />
・The administration building (city hall) was destroyed by the tsunami and now has been moved temporarily to a more highly situated place. <br />
・The anti-disaster headquarters was being setup near the school lunch preparation center.<br />

We had an interview with an inhabitant of the area. She told us the tidal wave came as far her house, however her house was fortunately not destroyed. <br />

・Our impression didn't change since we were there one month ago, there is still a lot of debris that has not yet been cleared. <br />
・There are not any open stores there. Only a mobile grocer comes through irregularly. <br />
Therefore, the inhabitants of the Yonesaki-Cho district must drive to Ofunato to do their shopping. However, this is not so simple because many people don’t want to leave their houses. <br />
・One cannot buy any meat and no fish through the mobile grocer. <br />
・The people still don't have any desire to eat fish from Rikuzentakata because many people died in the ocean. <br />
・ Some resort hotels or facilities for visitors near the beach were washed away by the tsunami.<br />
・The tsunami wave was very fast and the ebb after the tidal wave also came very fast<br />

Oshima is a small island that is part of Kesennuma. <br />
It has approximately 3200 inhabitants. Therefore, the islanders have a stronger relationship with each other than is found in most other areas. <br />
• As of 5/22, it has been 3 weeks since the ferry has restarted its serve to the mainland. <br />
• Only few volunteers have come to the island. <br />
• Some Non-Profit Organization (NPO) volunteers had come but only for a short time. <br />
• The islanders must provide their own transportation of support goods to the island. Therefore, there are few resources to transport debris off the island. <br />
• If the island were to suddenly get volunteer workers to help out, it might lead to confusion on the island.<br />
• If volunteer workers were to assist the catastrophe victims on the island it is important that they interact with all the people on the island because it is such a close knit community<br />
• While short-term help is important, the island needs more help over a longer time period. <br />
Much of the attention for food-based services is focused on one small area, however these services should be spread to more areas of the island.<br />
• The island inhabitants remember the tsunami that was generated by the earthquake in Chile in 1960. Therefore, the majority of the islanders could get to safety before the gigantic tidal wave caused by recent earthquake. <br />
• On the basis of the low number the inhabitants and their cohesion as a community, the memory of previous tsunamis are still was present with many people.<br />

</div><div class="tweet-text pretty-link"></div><div class="tweet-text pretty-link"><b style="color: #38761d;">●</b>閖上は7000人余りの人口の町で、そのうち、1000人がなくなったそうです。いまは2000人が町に残り、4000人は仙台市内や、または日本中に引っ越していったと伺いました。<br />

<div class="tweet-text pretty-link"></div><div class="tweet-text pretty-link"><b style="color: #38761d;">●</b>夕方には北釜の集会所。ここも閖上小と同じように様々な誰かのものが集まって来ている。天井まで波が来た集会所には、倒壊の恐れが有、地震が来たらすぐ逃 げてと張り紙。仮設から村を見に来たというお爺さんは、集まるため探しにくる為の場所は、村が元からあったここが良いここしかないと仰いました。<br />

</div><div class="tweet-text pretty-link"></div><div class="tweet-text pretty-link"><b style="color: #38761d;">●</b>陸前高田の市街地は地盤が沈下していて、海と陸地が同じ高さにありました。市街地に住んでいた方達は高台の避難所や仮設に移っているとのこと。壊れてし まった物達を移動する作業車が沢山いて、広い空き地を作っていた。この場所をこれからどうするんだろう。難しい問題や選択が沢山あるのでしょう。<br />

</div><div class="tweet-text pretty-link"></div><div class="tweet-text pretty-link"><b style="color: #38761d;">●</b>ボランティアセンターの方にお話を伺う。陸前高田VCを立ち上げたのは鳥取の社会福祉協議会の方。町の特性、そこに住む人の事を一番に考えている。これ以 上高田の町で誰かが怪我をしたり悲しい目に遭わないようにすることがまず、住民の希望。そのための準備のため立ち上げが4月半ばになった。<br />

</div><div class="tweet-text pretty-link"></div><div class="tweet-text pretty-link"><b style="color: #38761d;">●</b>元々人の出入りが多くない町に、ボランティアが急に入って来たらびっくりされる方も多い。まずはボランティアと町の人を繋げる土壌を作らなきゃならない。 ボランティアはこういう人がいて、こういう仕事をしてくれるんです。その紹介のためにまず、共有の畑の片付けにボランティアを投入しました。<br />

</div><div class="tweet-text pretty-link"></div><div class="tweet-text pretty-link"><b style="color: #38761d;">●</b>その様子を見た町の人が、あの、こういうのも手伝ってくれる?と声を上げ始めた。ボランティアしたいという人の気持ちと、助けてもらっていいのかしら、あ りがとうという町の人の気持ちを繋げる媒体として、作業がある、とのこと。高田の町が人と人が繋がる場所になることが大切なのかもしれない。<br />

閖上(ゆりあげ)小学校では自衛隊の方々が集めてくださったこの地区の写真を回収し、洗浄しています。私たちも写真洗浄のボランティアに参加し、お話を伺いました。<br />

・閖上小学校にいた生徒さんはみなさん無事でしたが、当日学校を休んだ生徒さん数人が亡くなられたとのことでした。<br />

<br />
<b style="color: #38761d;"><ゆりあげ思い出探し隊の状況></b><br />
・当初ここを立ち上げた女性の方にかわり、現在はお話を聞かせて下さった方が1人で運営されている。(写真洗浄の運営は各自治体によって違う)<br />
・FUJIFILMの方も協力している。<br />
・10万枚もの写真を洗浄しなければならないため、人手が必要である。<br />
<br />
<div style="color: #38761d;"><b><ボランティアに関する問題点></b></div>・写真洗浄のボランティアはあまり認知されていない。<br />
・駅から遠いため車がなければここに来ることができない。(歩くと1時間くらいかかる)<br />
・大人数のボランティアが宿泊できる施設が近くにない。お寺などが無料で解放しているところもあるという。 <br />
・夏には大学生が団体で来ることが決まっているが、それ以外の大人数でのボランティアは決まっていないとのこと。<br />
<br />
<div style="color: #38761d;"><b><洗浄に関する問題点></b></div>・アルバムから写真を剥がす時に、そのときは像が残っているのにすべて崩れてしまう。特にインクジェットのプリントは少しでも水に浸かっていたらそのような現象が起きる。<br />
・洗浄の際に、筆で泥や海水を落とすことでその像まで削って落としてしまう。 <br />
・まだ複写の作業は行われていない。<br />
・小学校も津波の被害にあった場所なので、電気が通っておらず、パソコンの作業が難しい。複写してデータを管理できない。スキャナが使えない。カメラが充電できないなど。 <br />
・専用のバットや道具が揃っていない。<br />

<span style="font-size: small;">北釜の集会場にて写真洗浄、管理をしている方にお話をうかがいました。</span><br />
<span style="font-size: small;">集会場は仙台空港のすぐ横にあります。</span><br />

<div style="color: #38761d;"><b><span style="font-size: small;"><北釜の写真洗浄の状況></span></b></div><span style="font-size: small;">・北釜は100世帯ほどの地区であり、海も近く多くの被害を受けた。</span><br />
<span style="font-size: small;">・北釜のみの写真を扱っているため、閖上よりも枚数がすくなく集まったものはすべて洗浄、展示、複写の作業が終わっている。</span><br />
<span style="font-size: small;">・この集会場は元々地域の方がよく集まる場所であったため、自然とみんなあつまるため、ここでの活動が認知されている。</span><br />
<span style="font-size: small;">・集会場も被害を受けている場所で、天井が崩れたりする危険がある。</span><br />

2011年7月18日から19日にかけて東北を訪れました。 <br />

釜石駅付近から港へ向かって移動。川を渡ってから急に津波のあとが大きく残っているのがわかる。 <br />

・匂いはところどころ急激に臭くなったりしている。<br />
・ハエが多い。 <br />
・人気はなく、解体OKの印が付けられた住宅が並んでいる。<br />
・信号がついていない場所はまだたくさんある。 <br />
・自衛隊の姿はなく、工事をしている方や道路の誘導をする警察の方を見かけた。<br />
・釜石港付近の「釜石グレーンセンター」の工場 では大きな建物はゆがみ、中では重機がはいっている。<br />
・強力ボンドのような液体が流れ出ていて異臭をはなっている。<br />
・釜石駅付近の「サンフィッシュ釜石」「シープラザ釜石」という魚の直売センターは営業しており、三陸でとれた海産物を販売していた。<br />
・「シープラザ釜石」は安否確認所にもなっている。<br />
・ 「シープラザ釜石」のとなりにあったビアーガーデンのような場所は物資倉庫になっていた。<br />

・ラーメンやさんも探したが、見つからなかった。<br />

<span style="font-size: large;"><span style="font-size: small;">・住民1200人中の130人ほどが亡くなった。 </span></span><br />
<span style="font-size: large;"><span style="font-size: small;">・20m近くの津波が襲った。</span></span><br />
<span style="font-size: large;"><span style="font-size: small;">・住民の方々はみんな仮設住宅か避難所に住まれている。</span></span><br />
<span style="font-size: large;"><span style="font-size: small;">・神社の鳥居も流され破壊されてしまった。</span></span><br />
<span style="font-size: large;"><span style="font-size: small;">・左右からの波が合わさり堤防が崩れ、瓦礫の山が出来上がった。</span></span><br />
<span style="font-size: large;"><span style="font-size: small;">・山火事が起こり、4,5日続いていた。</span></span><b><span style="font-size: large;"><span style="font-size: small;"> </span></span></b><br />

<div style="color: #38761d;"><b><span style="font-size: large;"><span style="font-size: small;"><海岸で何をしているのか></span></span></b></div><span style="font-size: large;"><span style="font-size: small;">海に出ることができないので、国から助成をもらって毎日朝から夕方まで海岸の瓦礫をひろい、燃やしている。ほとんどの漁師さんが仕事を失い、同じように瓦礫掃除をしている。</span></span><br />

<span style="font-size: large;"><span style="font-size: small;"><b style="color: #38761d;"><漁師さん自身の話></b></span></span><br />
<span style="font-size: large;"><span style="font-size: small;"> ・ここではカツオのえさになるイワシがとれるらしく、毎日たくさんの船が仕入れにきていたという。今では一隻も来ず、早く船がこの港に着くのを見たいと仰っていた。</span></span><br />
<span style="font-size: large;"><span style="font-size: small;"> </span></span><br />
<span style="font-size: large;"><span style="font-size: small;">・2010年12月まで静岡で出稼ぎに仕事をし、戻ってきてここに家を立てたばかりであった。4ヶ月ほどで家を流されてしまった</span></span><span style="font-size: large;"><span style="font-size: small;">と仰っていた</span></span><span style="font-size: large;"><span style="font-size: small;">。</span></span><br />

<span style="font-size: large;"><span style="font-size: small;">・神社にあった神輿は流されてしまって、海岸もこのような状態なのでお祭りは中止になったが、みんなそれぞれお参りにきている。 </span></span><span style="font-size: large;"><span style="font-size: small;">この神社は釜石にいる神様とつながっていて、その方角に向かって祈っていたためできた神社だという。漁に行くときも拝むと</span></span><span style="font-size: large;"><span style="font-size: small;">仰っていた</span></span><span style="font-size: large;"><span style="font-size: small;">。</span></span><br />

<b><震災直後なぜボランティア来ても困るという情報が流れたのか></b></div>・住民の方からすると、たくさんの人が亡くなった場所でこれ以上けが人や亡くなる人が増えてほしくない。<br />
・自分の家を助けにきてくれた人たちが亡くなったり怪我してほしくない。 <br />
・ボランティアに行こうとする人たちの中には、自分がここに来たらなんとかなると思っている人が多いのではと危惧していた。<br />
<br />
<div style="color: #38761d;"><b><陸前高田市ボランティアセンター立ち上げ></b></div>新たに現在の場所に移転し、4月末に震災後1ヶ月かけて立ち上げ。<br />
それからボランティアの数は順調に増えている。<br />
<br />
・最初はボランティアがどういった人たちなのかを、住民の人に知ってもらう。<br />
・民家ではなく、畑や田んぼの瓦礫撤去のニーズを引き受け、街並みの中でボランティアの人がどういう作業をしているか住民の方が見かけることで知ってもらう。<br />
<br />
<div style="color: #38761d;"><b><方言の問題></b></div>・近隣の地域でも方言の違いがはっきりしており、普段その地域以外の人がくることがないのに、たくさん違う土地の人たちが足を運んできていて、不安に思う住民の方は多い。 <br />

<span style="color: #38761d;"><b><現在の状況></b> </span>2011年7月19日現在<br />
ニーズ件数 毎日約2000件<br />
ボランティアの数 平日600人、休日は900人<br />
・リピーターが多い。<br />
・2000件のニーズがあるが、1000人以上ボランティアの数が増えるとセンターが管理しきれなくなってしまい、けが人が増えてしまう。<br />

<div style="color: #38761d;"><b><今後の活動></b></div>9月以降どうコンスタントにボランティアが集まるようにするか。秋、冬にかけて減るのは目に見えているが、絶やさないように工夫したい。リピーターを増やすこと。<br />

<div style="color: #38761d;"><b><ボランティアの人にお願いしたいこと></b></div>・住民の方々は、毎日違う人がやってきて大きな音をたてたりするのが数ヶ月も続いて、少しずつストレスがたまってきているはずなので、気を使ってもらいたい。<br />
・ 作業のための作業ではなく、住民の方とのコミュニケーションツールだと思って取り組んでもらいたい。<br />
・今の段階ではスピードが求められているというわけではないので、効率よくやることよりも、住民の方々と話ながら進めてもらえたらよい。 <br />

Das Apfelfeld liegt im Bezirk „Yonesaki-Cho“ in Rikuzentakata. Etwa zehn freiwillige Helfer haben heute dort gearbeitet. <br />
Überall dort liegen Trümmer, auch Boote liegen auf dem Apfelfeld. <br />

<b><Situation des Apfelfeldes></b><br />
Das Haus der Besitzerin ist durch den Tsunami überschwemmt worden. Der Speicher muss bald abgerissen werden.<br />
Die Besitzerin möchten wieder ein Apfelfeld anlegen.<br />
Die Stromversorgung dort wird durch Solarenergie gesichert. Man hat dazu Solarzellen eingesetzt.<br />
Auch Wasser kann man dort benutzen, und zwar Brunnenwasser.<br />
Lebensmittel werden durch Hilfskräfte geliefert. Deshalb gibt es zurzeit kein Problem mit Nahrungsmitteln. Aber einige Leute, die im gleichen Bezirk wohnen, haben dennoch Probleme mit der Nahrungsmittelversorgung.<br />
<br />
Die Besitzerin hat sich von uns verabschiedet: „Bis zum nächstes Mal! Wir bauen die Stadt in ein paar Jahren wieder auf!“<br />
